Effective Date: January 21, 2025
The Government of Canada has introduced a new study permit cap for 2025. A maximum of 505,162 study permit applications will be accepted for processing this year.
This decision, announced by Immigration, Refugees, and Citizenship Canada (IRCC) on January 18, 2025, will come into effect on January 22, 2025, and remain in force until December 31, 2025.
Key Highlights of the Policy
- What Happens When the Cap is Reached?
- Any applications received after the cap is reached will not be processed.
- Fees for such applications will be refunded.
- Who is Exempt from the Cap?
- Applications for study permit renewals.
- Individuals with a Temporary Resident Permit (TRP).
- Cases falling under special circumstances (e.g., in-land sponsorship, protected persons, etc.).
- Students under exchange programs or funded through scholarships.
- What Does the Cap Mean?
- The cap applies to the number of applications that will be processed, not necessarily approved.
In 2024, Canada processed 606,250 applications, of which 364,000 were approved
Reason for the Cap
- To manage the increasing number of international students.
- To address issues related to housing shortages, infrastructure constraints, and resource allocation.
- To align with Canada’s 2025-2027 Immigration Plan
Impact on Students
- Increased Competition:
Students must ensure their applications are complete and submitted early to secure a spot within the cap. - Strategic Planning Required:
Delayed applications may need to wait until the next intake year.
Impact on Educational Institutions
- Reduced Enrollment:
The cap may lead to fewer international students being admitted. - Financial Implications:
A potential decline in tuition fee revenue is anticipated. - Increased Responsibility:
Institutions will need to guide students on navigating these changes effectively.
